Revert "rh/tcp: tcp_fragment() should apply sane memory limits" This reverts commit f070ef2ac66716357066b683fb0baf55f8191a2e. This patch introduces another problem: https://www.phoronix.com/scan.php?page=news_item&px=Steam-Networking-Kernel-Woes https://jira.sw.ru/browse/PSBM-95669 there is a fix in mainstream already: b6653b3629e5 ("tcp: refine memory limit test in tcp_fragment()") https://patchwork.ozlabs.org/patch/1120222/ but it does not apply to kernels prior to stable 4.19 (and does not apply to RHEL7 kernel as well). Mainstream (and probably Red Hat) will rework the fix for earlier kernels, we'll apply it, in the meanwhile we revert the original fix.
